Cops pull over their friends that they haven't seen in a while for a chat. They block an entire lane of traffic and interfere with the evening commute just so they can catch up.
I have a friend on the force here in town and he does that sort of thing too. He has the lights going and uses the siren. One of my friends told me he made them get out and put their hands on the hood.
